At DELCO, we are committed to developing a safe, healthy, and transparent working environment. All activities on the construction site strictly adhere to regulations of labor protection, fire prevention, and environmental sanitation, as required by the Investor and DELCO’s HSE policy.

Health – Safety – Environment (HSE) plays a vital role in the construction management process. As a Design – Build Contractor with nearly twenty years of experience in building high-quality factories, DELCO always understands that:

.

Safety in construction: any mistake or carelessness, even the smallest, can seriously affect the project’s schedule and costs, and even human injuries and fatalities.

Environmental hygiene: since it is impossible to completely eliminate factors such as noise and dust during construction, the contractor needs to have effective plans to minimize environmental impact on neighboring areas.

Risks can occur at any time, so the entire DELCO staff and workers must strictly comply with regulations of labor safety, fire prevention, and environmental protection to ensure safe and quality construction processes.

OBJECTIVES OF THE HSE POLICY

SAFETY ABOVE ALL

ENSURE ALL ACTIVITIES ON THE CONSTRUCTION SITE ARE CLOSELY MANAGED AND MONITORED, STRICTLY ADHERING TO LABOR SAFETY REGULATIONS. HAVE CONTINGENCY PLANS FOR EMERGENCY SITUATIONS, PREVENTING AND PROMPTLY HANDLING LABOR ACCIDENTS AND FIRE RISKS AT DELCO CONSTRUCTION SITES.

REDUCE
WASTE & PLASTIC BAG

ENHANCE WASTE SORTING AT THE SOURCE, ENCOURAGE RECYCLING AND REUSE TO REDUCE WASTE AND DECREASE THE CONSUMPTION OF SINGLE-USE PLASTIC BAGS AND PACKAGING AT THE CONSTRUCTION SITE. OUR GOAL IS NOT ONLY TO BUILD A QUALITY PROJECT BUT ALSO TO HEAD TOWARDS A GREEN AND SUSTAINABLE WORKING ENVIRONMENT.

KEY POINTS OF DELCO’S HSE POLICY

SECURITY MANAGEMENT

  • Strictly manage and control people entering and exiting the site, make a list of construction participants committing to security regulations.
  • Use CCTV security system: 24/7 security monitoring, protecting security for the entire construction site area, ensuring safety for completed work and for materials and equipment.
  • For site personnel: register for temporary residence and absence according to legal regulations.
  • For subcontractors and suppliers: Only those with duties and permitted by the site manager are allowed to work on the site and must comply with all site rules during the working process.
  • Activity zoning: clearly define the scope of each team, define the activity zone/working area under the supervision of the construction officer to avoid confusion and disorder at the site.
  • Set up protective fencing and lighting systems at night to prevent any unauthorized intrusion from outside.

LABOR SAFETY MANAGEMENT

  • All workers on the site must comply with labor protection regulations such as helmets, shoes, protective clothing… Depending on the specific work, labor safety measures may include additional safety support equipment.
  • Regularly train and educate labor safety for all workers and subcontractors to improve awareness of potential risks at the site and effectively use personal protective equipment…
  • Exercise at the beginning of the afternoon before work shifts to help engineers and workers stay awake.
  • Construction safety: ensure all construction activities have barriers, prohibitive signs, night lights, and strictly comply with safety regulations in all construction items such as: concrete work, wall construction, high-rise work, excavation, and foundation work, machinery installation, and use…
  • Electrical safety: use industrial electrical cabinets, industrial sockets, have poles to hang electrical wires from 2m and beyond, ensure all connections are secure, and not exposed…
  • Install camera systems, TV screens to monitor security and labor safety. Use walkie-talkies, whistles to communicate, warn and prevent, handle labor safety violations at the site.

FIRE PREVENTION MEASURES

  • Establish a Safety Manager Board and regularly organize periodic fire prevention and fighting training. Regularly check and urge compliance with fire prevention and fighting regulations. Fully equip fire-fighting devices, prohibit actions that may cause fire or explosion.
  • Develop suitable fire-fighting plans: ensure adequate fire water supply, facilitate fire trucks and ambulances’ access in case of fire. Set up and train on scenarios/drills of fire-fighting, rescue, and emergency at the construction site.
  • Regularly train and educate on fire prevention at the site.
  • HSE Engineers periodically check the condition of fire extinguishers, temporary electrical cabinets, and construction power lines…
  • Arrange designated smoking areas at the site and place fire-fighting equipment in these areas.
  • Strictly adhere to fire safety regulations, electrical safety regulations during construction.

ENVIRONMENTAL HYGIENE MANAGEMENT

  • Cover construction areas with tarpaulins and dust nets. Regularly spray water to control and prevent dust, especially during the dry season or peak construction times.
  • Arrange trash bins on the site. Household and construction waste are collected and then transported to the designated landfill according to the Industrial Park regulations.
  • Waste sorting at the source. Prioritize recycling, reusing plastic bags and construction waste to save costs and reduce household and construction waste at the site.
  • Schedule working hours appropriately to avoid excessive noise affecting the neighboring areas.
  • Organize separate sanitation systems for men and women, using standard sanitary equipment and faucets. Have daily cleaning staff to prevent odors from affecting the site and nearby areas.
  • Arrange everything neatly according to the construction site regulations, clean up the working area everyday, cleaning up the construction site every week.
  • Collect and transport construction waste and by-products using garbage trucks to avoid dust and noise.
  • Design proper surface water drainage for construction and domestic water to ensure the site is always dry and clean.
