General review and inspection of fire safety in Vietnam

After a string of violations leading to many serious fires recently, the Ministry of Public Security ordered the implementation of a general plan to review and inspect fire safety, fire fighting and rescue in Vietnam. The inspection period  runs from 15 October 2022 to 15 December 2022.

Tightening up fire safety inspection across the country

In order to implement Plan No. 513, dated October 7, 2022 of the Ministry of Public Security on general review and inspection of fire safety, fire fighting, rescue and lifesaving (fire protection & rescue) in Vietnam, the Ministry of Public Security organized an online conference on October 11, 2022, in coordination with the Police of provinces and centrally-run cities. Every single business facility and building project managed by fire protection is required to be examined. The inspection window will run from 15 October 2022 to 15 December 2022.

 

 

Contents of general inspection and review at construction, business and production facilities nationwide include: 

  • Track record and management of fire protection and prevention;
  • The maintenance of road requirements for fire engines, fire safety distances and fire water sources; 
  • Master plan, usability; 
  • Solutions to prevent fire spread, escape route; 
  • Supplying and maintaining fire protection equipment and systems, as well as other relevant technological systems; 
  • Management and use of electrical systems, fire generating equipment, heat generation, explosive substances, and fire sources and heat sources; …

The Prime Minister requested the inspection to be carried out effectively and strictly managed. Major General Nguyen Van Long – Deputy Minister of Public Security inquired: “The sanction must be carried out thoroughly, no violations should be ignored or commuted.” 

Accordingly, the general inspection and review plan will tighten the design approval, acceptance of fire protection, licensing for facilities and constructions that do not meet fire safety & rescue conditions. All violations of fire safety and rescue  must have a corrective direction, and must be strictly supervised by the organization.

Review local fire protection work

Since the conference on fire protection was held on the 12th of September, several municipalities have also reviewed the fire protection work in provinces and cities before implementing the 513 plan of the Ministry of Public Security.

On the 15th of September , Binh Duong province made a record of administrative sanctions against 144 establishments with a total amount of over VND 3 billion, temporarily suspended the operation of 35 business establishments that are not eligible for fire protection & rescue security.

In Thanh Hoa, from August 15 to September 30, the provincial police forces and the commune-level People’s Committee conducted inspections, detected 474 violations and sanctioned administrative violations of over VND 1 billion for business and production establishments that did not meet fire safety conditions; make a decision to suspend the operation of 1 facility; temporarily suspend the operation of 7 facilities; Motion to consider shutting down operations to remedy violations against 51 facilities.

In Hanoi as of September 12, there were 326 production establishments that did not ensure fire safety were suspended, those during the repair period were also closely monitored and asked not to operate..
